That's the original ALS foot locking mechanic in action. The character you're controlling has its foot locking turned off but not in others. I didn't want to change the base code too much so I only put in a temp fix. Just turn the off foot lock for everyone by setting FootIKValues.bReverseFootAsset to true and that should fix it

I'm closing this, because it's more a problem related with ALS's problematic foot locking algorithm itself. Disabling foot locking will do the work like @senfkorn92 said.
