Add back + icon to reference field?

A user should have the ability to add a reference if it doesn't exist; this feature previously existed but appears to be gone?

Confirm it appears for all table types, not just animal.

Looks like it exists on NTP version but not IARC version...

Update to python 3.6

Update python 2.7 to 3.6; in doing so this should hopefully fix many of the Unicode-type errors we commonly get when building Microsoft Word objects. Would recommend using 2to3 and then spot-checking changes, by downloading lots of the generated Word reports for various projects to ensure they don't fail.

Also, take advantage of f-string where appropriate instead of .format().

Also rebuild docker container to install python3.

Yes, a Word table like the current web-view would be great. We'd like the ability to print without the Comments column if possible.
