Decouple simulating and solving

At the moment, the problem is solved in-place, with the solution stored in the model objects - Intersection.schedule

It would be good to decouple the problem solution from the input, enable simulations to happen independent of the solve process, and maybe even add support for loading solutions from the output files and scoring them

Add simulation support

It would be very useful to write a simulator for the problem - then the algorithms could quickly have their input parameters tweaked to fine tune them, without having to submit results for online evaluation

It seems that the way the official simulation works, is by following the order in which green light times are defined for each intersection. I think simulating and tweaking this order could also help optimise the solution a lot
