`hmaps` package

In the hmaps package we want to implement a hash map. Here is some suggestions for the package.

The data type:

type HashMap[K any, V any] struct {
	mp   map[uint64]*lists.List[gcl.MapElem[K, V]]
        // other stuff
}

The constructor:

func New[K any, V any](hash gcl.HashFn[K], eq gcl.EqualFn[K, K]) *HashMap[K, V]

The suggested set of methods based on exp/maps package:

Get
Delete
Len

Iter
FromIter

Keys
Values

Equal
EqualFunc
