Add eslint and jest defaults

  • I have searched the repo for duplicates

Description

Add eslint configuration targeted toward standardjs and vue. I believe I have this worked out in sixlive/nova-text-copy-field#22. While we're at it, we should just add jest and a folder structure for testing.
