benchmark mel spectrogram functions

a couple of the libs have mel spectrogram functions, and we plan on adding one to speechsauce, so we should probably add functions to benchmark them.

implement mfcc benchmark code in `__main__`

we could probably use a lot of the code in the mfcc comparison from mycroft

benchmark torch functions for MFCC, Mel Spectrogram

probably overkill and something which is unnecessary, but I want to bench the torch functions against their librosa(and eventually speechsauce counterparts) to see if there is a difference between the two when running on the cpu

update to newer python version

an issue with a dependency llvmlite seems to be preventing me from using a more recent version of python, despite llvmlite supporting newer python versions. I don't have time to actually work through what the issue is today. so this is mainly just a reminder to fix this once I circle back around to working on this.
