Sample data and coastal points files

Despite what I said the other day, I think you should add these. Not if one of them is the complete GEBCO, or was it ETOPO, file. But the coastline points file should be included. You could take it out again when the code is more developed. It should be in there at this stage though.

Add requirements.txt file

It is important to include a requirements.txt file from the beginning of a software development. I have had problems dealing with other peoples' code when the requirements file is missing or incomplete. Adding one makes it much easier.
