It's listed in the build requirements and there is a .vsconfig file listing it as a requirement, i don't think conditioning is required.
Why do you think it's an issue to be required to have those installed?

Snoop is useful for Windows Intel devs who don't need or care about ARM. Would be nice for the ARM aspect to be optional and have a buildable repo in just the x86/x64 scenario, especially if it's so cheap to achieve.
Feel free to close the bug and the PR, I don't feel strongly about it and I certainly am not blocked on this myself. I was just passing by and saw a repo that doesn't build out of the box. Fixing it was more of a reflex :)
