Compatibility with Scons v3

We have implicitly required Scons v2 for building OXO - currently it is not possible to compile with a higher version of Scons.

As a collaboration we'll be moving to Scons v3 for RAT quite soon anyways, so it seems sensible for us to update this dependency too. I suspect the "default" version of Scons we'll all be using will be v3 shortly.

Scons v3 is advantageous to use anyways, as it allows for compatibility between Python 2 & 3 versions. There's also an even newer version 4 for compatibility only with Python 3 - I know folks are still using Python 2 a lot, so we should hold off on that until we're confident as a collaboration about moving all analysis to Python 3.

I'm going to have a go fixing this compatibility myself shortly.
