Add support for incremental rollout of feature

The framework should support not only enabled true/false but also a way to specify a %.

Example:

When the feature flag is enabled and 10 % is specified the service should return true for 10 % of the calls to the service.

Add support for administration of flags

The framework should provide a way to manage the available flags as.

Example:

The service is configured to store feature configuration in a config file for a web application. An admin application can call the service to add, get, list, update and delete flags.
