After discussion with Manuel: Let's turn this around and implement descriptorgen in Python with CLI and REST API as part of tng-sdk-project. See sonata-nfv/tng-sdk-project#19

The descriptorgen now auotmatically generates the project.yml. Full integration will be done in the tng-project repo. CLI is already implemented. Integration with tng-project and REST API will come after release v1.
