I found the reason. Mails are generated too quickly, all in less than 1 sec. Preview driver generates file names with timestamp ignoring milliseconds:

I suspected the queue driver, changed it to 'database'. When I enqueued the mails, I got 8 jobs, it is OK. Then I run the queue worker, it worked out without errors, and I got 5 .eml and 1 html files:
