Display a note count in the toolbar

Button component should accept a tagName prop

So we can use a tags instead

• Elements with notes shoud recieve a visual indicator

Add a show prop to the Note component

When looping through data to generate a list, we might want to dynamically show or hide the Note component.

We should also not render the component when text is empty.

Hide Navigator after clicking on a page url in the list

Highlight all links on body click

This would simplify discovery of what's clickable. Similar to Sketch Cloud.

Note component should support a placement prop

When a note is rendered in a footer, the page can sometimes overflow beyond the page. I don't believe we should intelligently fix this, just support a placement="above" or below prop, below by default.
