Revise spectrochempy_data repository (release procedure more automatic )

  • modify the release procedure, so it's possible only after a push - for now it is only after a pull request which seems not very well adapted to a data repository. Execute scripts automatically (pre-commit).

  • add info on the origin of the data (@atravert)

  • may be decrease the number of files (or put smaller dataset to improve loading time for testing)

Add licenses

Some files present in this repository are uploaded from external servers. Even if they are free to use, there are usually copyrights to include with the files.
I therefore propose to add a directory: Licenses and in this directory to place the license-xxx files where xxx is the name of the file or file directory.

@atravert can you check this because I don't know exactly where the files you added come from?
