RequestVote seems have some problem

hello, @stardust95 , the RequestVote(raft.go) code seems have little bug in if rf.currentTerm <= args.Term, if two peer send RequestVote in cocurrently, this peer will vote both, due to random election timeout will hiden this problem, but this seems wrong
