Add facets to project

Project requirements specify creation of facets for search. Adding drupal/facets contrib module to project.

Executing make base fails

Running make base results in an error message in a dependent library:

checking for location of ICU headers and libraries... checking for pkg-config... /usr/bin/pkg-config
checking for icu-config... no
not found
