Add upper limit for python version in pyproject.toml

We should add an upper bound for the python version number in pyproject.toml, since we don't test all versions, related to #19

Add changelog

Since #13 implements a breaking change, it would be nice to introduce a changelog to the project

Use average temperature to calculate resistance

Linerate seems to treat surface conductor temperature and average conductor temperature as the same temperature.
In practice, average conductor temperature can be a bit higher, and we should use average temperature to calculate the resistance of the line.

Test python versions 3.11 and 3.12

Python 3.11 and 3.12 should be tested in the pipeline.
