It is actually possible to get this behavior out of windows with this registry tweak

Windows Registry Editor Version 5.00

[HKEY_CURRENT_USER\Control Panel\Desktop]
"UserPreferencesMask"=hex:01,3e,03,80,12,00,00,00
@=""
"ActiveWndTrkTimeout"=dword:00000000

This makes the timeout for the built in accessibility feature 0 seconds, which is exactly how X behaves.
