Add support for offset/scaling etc in BINTABLE

Add support for various BINTABLE metadata fields defined in the
FITS specification.

Scaling works like:

physicalvalue=TZEROn+TSCALn×fieldvalue
  • TZEROn Add this to the scaled fields.
  • TSCALn Multiply scaled fields by this (before adding TZERO).
  • TNULLn Value to be interpreted as "missing"
  • TDIMn Shape (⍴) of the column
  • TDMINn Min physical value
  • TDMAXn Max physical value
  • TLMINn Min possible physically meaningful value for this field
  • TLMAXn Max possible physically meaningful value for this field

Also add HEAP support, which requires interpreting:

  • THEAP Separation, in bytes, between the end of the BINTABLE and the
    start of the heap.

Handle domain errors and overflows in reads

This probably requires providing:

  • Sensible defaults to overwrite bad values
  • A way of, by default, raising the domain error, but trapping and
    proceeding if specified by the user
  • Returning a mask over the good/bad values, or a scalar 1 if no bad
    values were encountered

Specific types to be handled:

  • Handle infinite float values by rounding them to the largest/smallest
    possible float
  • Pass-through 64-bit integers that can't be represented as a 64-bit float
    (i.e. >53 bits) but provide a mask over them
