Add a scenario where the user has set `asdf_install: false`

Hole in the test coverage! We are not testing if a user wishes to skip the asdf install on this playbook (which would just do nothing to the target instance). The ability to opt-out is a huge selling point for eng. It works in manual tests, but it should be automated by adding in another scenario for at least Linux if not both macOS and Linux. The macOS tests take almost an order of magnitude more to run, so leaving it off might be considered "good enough" but the code path is different so would be risky.
