add labeller video seek granularity

Currently, the labeller listens to the left and right arrow keys and skips a bunch of frames forward or backward in the current video when they're pressed.

Unfortunately, the amount of frames that they skip forward or backward by is sometimes too many to be useful.

I'm going to add a way to have some control over the number of frames that are skipped with each press of the left or right arrow keys.

add terraform

since the only thing that's done and worth using Terraform for is the data labelling interface in `/labeller', we'll add terraform to account for those resources.

the labeller is some real questionable code.. would be nice if it was written with some modern tools and practices

• Browserify (+ Uglify + Minify + Watchify, ...) with bundle.js and vendor.js

• Bootstrap (and/or material)

delete annotation

In the labeller interface, we need a button for deleting the saved annotations of the current video.
