Menu Items Not Customizable

When I try to edit 'Campuses' on the Brea site to make it 'Communities,' it won't let me customize that. It sends me to a page that just says, "Cheatin' huh? You are not allowed to customize the appearance of this site." But I can do it for Fullerton and Whittier.

Issue: Customizer view shows for a split second before redirecting to error page.

Replicate Issue:

• Log in to southlands.net/admin as superadmin
• Go to Appearance > Customize

Sites split under multiple logins

I know we've discussed this before, but is there a way I can manage all of the sites under one login? I can't figure out why this was possible when we added Fullerton, but couldn't happen with Whittier.
