Implement Voice Recognition

It would be nice to have a way to run commands via voice. Implement a rust module that can keep track of voice buffers and parse audio data into a readable format.

Fix syncing issues with audio

Currently there is an issue where some audio tracks will be delayed compared to other audio tracks int he wav output. This is mostly caused from the addition of record buffer size capping. Most of the code for this issue is most likely in audio/buffer.rs.

Improve memory usage while in voice

Currently the bot will use large amounts of memory while it is recording. Change the way we are storing audio data by stripping out the packet information when we are finished with it.
