According to your CI, "latest" on macOS appears to b 5.9.2

Also someone I know explicitly requesting 5.10 with development: false is getting a development snapshot.

Link failures in CI when I use this action

With this action I get link errors in CI (failure to find a Foundation symbol!) that I don't get if I use swift-actions/setup-swift@v1 instead. I think you must be setting something up incorrectly.

What does check-latest actually do?

The description “Whether to check with latest swift.org versions” doesn't really tell me what excactly it's checking or what it does with the information, and I tried to read the code to understand what the option means but couldn't figure it out.

Installing latest Swift (5.10) on windows-latest fails

Step Install swift fails on the windows-latest runner with:
Error: ENOENT: no such file or directory, stat 'C:\Library'

compnerd/gha-setup-swift is consistently faster on Windows.

When I use this plugin with Swift 5.9, it usually takes about 2 minutes 20 seconds. With https://github.com/compnerd/gha-setup-swift it's more like 1 minute 40 seconds. Maybe there are some tricks in that plugin you could steal?

This can be useful for users who want the latest features and fixes, and don’t want to manually bump the version all the time.
