If package.el was used, then package-installed-p can be used. Not sure whether straight.el provides something similar.

I am not certain the concept you are talking about exists with straight. Have a look at the documentation of straight-remove-unused-repos.

Remove unused repositories from the repos directory.
A repo is considered \"unused\" if it was not explicitly requested via
`straight-use-package' during the current Emacs session.

Using straight-use-package during a session will "Register, clone, build, and activate a package and its dependencies." Therefore featurep should be the correct thing to do (if we don't care about "unused" packages).

The APEL package has module-installed-p and file-installed-p. Would any of those cover the use case?

The code (quite short) is GPL2 so it would need to be re-implemented here (rational-emacs is MIT) or add a new dependency on APEL from rational-use-package to introduce this functionality.

Though, given that the code is 23 years old maybe there are new ways to achieve the same with less.

Emacs load function is C code so its internal search mechanism cannot be shortcircuited to only check for existence without loading.
