Idea: Only run CI against the minimum necessary test boxes

This might be kind of obvious, but a nice optimization would be to identify cases where we can avoid testing every single plugin. For example, libstorage/libstoragemgmt#226 is only changing the hpsa plugin, but a failure in the MegaRAID environment gives it that nasty red X, which I'd eventually want to mean that the PR is just not ready for review yet.

Not necessarily expecting you to do this one, @tasleson. Just leaving it here so I don't forget, or so someone else has a feature to start with if they need one.
