.NET Core testing

PSOCrypt-cs should (in theory) be compatible with .NET Core, but some testing is required.

Test and verify PSOCrypt-GC

Currently, the PSOCrypt-GC implementation is experimental and there is currently no guarantee that this library works at all. Where the Blueburst and PC/Dreamcast engines have been well tested and will almost certainly work, the gamecube encryption library was recently written and is not properly tested.

Preliminary testing needs to be performed, as well as testing with real hardware to ensure that the library works properly.

Expand PSOEncryptionException

Currently, PSOEncryptionException is a simple, do-little exception class that the library throws to give the caller program a unique exception type to handle. It is likely that it could do a little more, such as give a note on the state or the data it choked on, so look into this and see if this is practical.
