Ask tfb-status which commit to use

Modify our Azure Terraform scripts to ask tfb-status which commit of TFB to use.

tfb-status has a new endpoint for this, which was added in TechEmpower/tfb-status#16:

Perhaps the new logic should be like this:

• If the TFB_COMMIT_HASH environment variable is non-empty, git checkout that commit.
• Otherwise, try TFB_COMMIT_HASH=$(curl --silent --fail --max-time 5 https://tfb-status.techempower.com/last-seen-commit?environment=Citrine). If that is non-empty, git checkout that commit.
• Otherwise, don't run a git checkout command at all, staying on whatever revision the git clone found originally, which should be the latest revision of the master branch.
