For anyone looking for a way to prevent CFPropertyList from decoding base64 below the trick that I'm using:

      $content = str_replace(['<data>','</data>'],['<string>','</string>'],$content);
      $plist->parse($content,CFPropertyList\CFPropertyList::FORMAT_XML);
      
      $plist = $plist->toArray();
