LeaderElectionID should be unique

This issue was reported in other providers - Running several Cluster API pods (e.g. CAPI + CABPK + an infra provider) in the same namespace results in leader election errors.

Is Cluster API Provider Tencent actively maintained?

I'm looking to keep the list of providers in the Cluster API book. This is listed as one of the available providers, but it's not clear what the status of this project is. Is this project still being maintained? Has it recently been testes with Cluster API?

If not I'll remove it from the CAPI docs.
