Refactor ROM validation so that memory object is created with bad input rom
Currently, when creating memory from a loaded rom, validation is done and an error returned if creation ends badly.
However, games may legitimately have problems with the ROM but still be playable (even though they shouldn't be) and this should be accounted for. Instead, validation should be a post memory loading step (where possible), and the machine should try to carry on.
maybe this could be exposed to the user so that they can verify that there is a problem and choose to ignore it?
