Readme doesn't contain installation instructions

The readme doesn't explain how to install. I managed to do:

mkvirtualenv moonsheep-opora
workon moonsheep-opora
pip install
python manage.py runserver

But the last command generates an error:

django.core.exceptions.ImproperlyConfigured: The SECRET_KEY setting must not be empty.

Please explain how to set the SECRET_KEY (although I did find it in opora/local.py, it doesn't seem to stick) and provide further installation requirements.
