Bring some fresh love here

We might want to make some cleanups here:

• investigate and fix failing test builds (#96)
• update test packages (pre-commit, pydocstyle, pycodestyle, etc)
• update README and CONTRIBUTING
• proper changelog (?)
• fix dependencies versions (?)
• fix get_leads test (or fixture) - causes most problems on closeio while running in parallel travis workers.

raising RateLimitError seems to be broken

During #59, this line was introduced:

I tried to reproduce this piece with next snippet:

The README references http://closeio.rtfd.org/, which leads to a 404. :(
