Switch names of CouldBe and CouldHave

Whilst setting up examples, it seems like CouldBe[_] and CouldHave[_] are the wrong way round.

At the time of writing, to apply a possible PartialOrder constraint on type A, it is necessary to write A: CouldBe[PartialOrder]. To apply a possible Monad constraint on type F[_], it is necessary to write F[_]: CouldHave[Monad].

It seems more natural to use the opposite forms. That is:

• A: CouldHave[PartialOrder]
• F[_]: CouldBe[Monad]
