hapcodec.dll from windows installer does not seem to register

What steps will reproduce the problem?
1. Installer run
2. Try some software (GraphEdit)

3. I can't RenderFile() on the sample files, or play them in WMP or other other 
DirectShow player.  I tried regsrv32 on the \windows\system32\hapcodec.dll but 
it failed to load.  I checked the registry entries and they look like they do 
in the .inf  

Is there any requirements like dependencies?

What is the expected output? What do you see instead?
The codec to appear GraphEdit

What version of the product are you using? On what operating system?

Installer from RenderHeads website on fresh Win 7 Ultimate 32-bit installation.

Please provide any additional information below.

Encoder settings dialog not working

Changing Hap compression settings in an app such as VirtualDub (both 32 and 64) 
can lead to gibberish being stored in the HKCU\Software\HapCodec registry key.

Both NullFrames and UseSnappy are often (but not always) set to seemingly 
random values (such as 0x74f41300).

Checking the registry while doing settings changes helps me reproduce the issue 
about half the time, but I haven't been able to figure out exactly what leads 
to correct and incorrect values being stored.

I found this while trying to understand why some files I was encoding were not 
being compressed with Snappy. It seems this is the cause for that issue. If I 
use the regedit to change settings I can get the enconder to work consistently.
