sed command does not modify iscsid.conf

Describe the bug
A clear and concise description of what the bug is.

The following commands do not function in any of the Cloud-Config.yaml files:

sed -i '@iscsid.startup = /bin/systemctl start iscsid.socket@s@^@#@g' /etc/iscsi/iscsid.conf
sed -i '@iscsid.startup = /sbin/iscsid@s@^#@@g' /etc/iscsi/iscsid.conf

open-iscsi must therefore be manually configured after installing RancherOS

To Reproduce
Steps to reproduce the behavior:

1. Go to '...'
2. Click on '....'
3. Scroll down to '....'
4. See error

Run sudo ros install -c [insert cloud-config.yaml] -d /dev/sda with the above written into a run file created through cloud-config.yaml. After install and reboot, iscsid.conf remains unchanged.

Expected behavior
A clear and concise description of what you expected to happen.

iscsid.conf line "iscsid.startup = /bin/systemctl start iscsid.socket" is commented, "iscsid.startup = /sbin/iscsid" is uncommented.
