Remove Python 2.7 compatibility

Per advice in https://packaging.python.org/guides/dropping-older-python-versions/

• Add setup() arg python_requires='>=2.7'.
• Bump minor version number.
• Release and publish to PYPI.

Then

• Bump major version number.
• Remove Py2/3 straddling code (import try and version_info).
• Remove Py2 setup classifiers.
• Remove Py2 builds from Continuous Integration.
• in setup.cfg for [bdist_wheel] universal=0 since no longer publishing py2 .whl.
• typing
  • move function type comments into annotations.
  • bugfix- change type object to Any since object does not support indexing.
  • add new generic types Cell, Row, CellGrid, FormatFunc, FormatFuncMap, ColumnTuple.
  • resolved typing todo's.
  • resolved typing errors.
  • Added two type casts accompanied by detailed explanations.
