Handle PACs that do not require a feature

Currently, only PACs on the form first::second are supported, where is it presumed that

  • first is the crate name;
  • second is the crate feature that must be enabled;
  • the interrupts of the device are available under first::second::Interrupts.

We also want to handle cases where there is no feature, and thus where interrupts are available under first::Interrupts.

Improve __write_trace_payload

Currently, a 32-bit value is always written, which means that four bytes are always send as payload over ITM. We want to minimize this payload. Can this be fixed by just writing a u8 when we only want to send one byte? Perhaps we can employ some union of u32, u16, and u8? We probably do not have to worry about the generated instructions.
