Include all MC posts and update img attributes

This enhancement will include the following updates:

• All Message Center notifications will be posted to Microsoft Teams (e.g. Stay informed)
• Flow will update the image attributes (lazy loading, HTTPS for all images)

Update to Graph API

The legacy version of the Service Communications API that's documented in this example is retired.
