[Bug] Disallow `import:all` if source invalid

It would be useful to have a sanity check before wiping out the database if the specified source file were to no longer exist or have an error. May also be a good idea to keep a local version around (e.g. download the file first, verify it, and then run the import against it).

No trips returned on exception dates

Figured this out on New Year's Day. Currently, if a calendar has an exception for a given date, it excludes all services. It should allow exception_type = 1 to be the substitute.
