static_host_map can have multiple ip addresses

Hi,

This should support multiple IP addresses as per https://nebula.defined.net/docs/config/static-host-map/ .

static_host_map:
{% for host in lighthouses %}
{% if host.nebula_ip is defined and host.external_addr is defined %}
  "{{ host.nebula_ip }}": ["{{ host.external_addr }}:{{ host.external_port | default("4242") }}"]
{% endif %}
{% endfor %}

In our case we have some hosts on IPv4 some on IPV6 and some one dual stack.
We can't use both IPV4 and IPV6 addresses.
