Upgrade this library to include the code added for Sakai-19

This library was updated to include library code to help implement LTI Advantage:

• LTI 1.3 with OAuth 2.0 and JWTS
• Names and Roles Service
• Outcomes (Grade book Service)

This will result in a new release and new branch. This will be the last release that includes support for LTI 2.0 - which is being deprecated across the industry and LTI Advantage is the roadmap going forward.

Deprecate and Remove LTI 2.0

This will begin the process of removing LTI 2.0-related code from this library. Sakai-19 (tsugi-util 0.3.x) is the last release of Sakai with LTI 2.0 support. In Sakai-20 (tsugi-util 0.4.x), there will be no more support for LTI 2.0.

Remove CASA Support

CASA is an IMS specification that never got past the protottype stage. It was ultimately withdrawn before it was published. This library has pre-release support for a draft of CASA - which frankly is not a very good spec.

The code to support CASA will be removed in the 0.3.x release.

Is this project active?

My team is considering using either this library or the one built with Sakai releases. If this project can be built independently of sakai releases, it seems like the way to go. However, I see only one release in the sonatype repository and it looks like the changes from Sakai haven't been pulled in for almost a year. Is this project still going to be kept updated?
