Paxos global instance

#70c6336 uses a map[seq]instance to get agreement on each vale of seq/value. Check if it is fine to keep just one global instance instead of a map to keep track of all seq's altogether. Update the code in "paxos" file according to "paxos.go" file.

PBService communication

PBService Backup and Primary communication needs cleaning up.

PUT BACKUP 0

PUT PRIMARY 1

Primary never sees 0, hence PutReply.PreviousValue will be different.
