Improve procedure for issueing certificates of participation

Replace probe-run with probe-rs run

Exercise for 2.4

This exercise seems to be in need of some attention. (And perhaps we can find a better way to illustrate the concepts of that section).

Probe-rs install instruction wrong

We forgot to add --features cli to it. Make sure that's correct in the refactor

All these a,b,c,d have to be cast to u32. But that doesn't look nice...
So... Should we change it?
