BGC data mode for Synthetic profiles

Synthetic profiles may no longer have a DATA_MODE key. Instead, they use PARAMETER_DATA_MODE which has dimensions of (N_PROF, N_PARAM).

BGC parameters are merged along N_PROF so that there is one axis, however, each axis may contain different DATA_MODES.

We need to check if a parameters data_mode is unique over each nProf. If it is unique, then we should assign each parameter a data_mode. (make a BGC data_mode list). Otherwise, we will need to assign each parameter measurement a data_mode, similar to how we have a QC axis.

From here we need to build each axis with its own special data mode in mind. (Currently, there is a DATA_MODE for profile only. Which corresponds to CORE parameters only.
