To test against Ablate

Add a debugging build

I think we should add a debugging build. It is easy to switch between them using PETSC_ARCH for packages above.

Configure PETSc differently for FEM

Hi Matt,

I would like us to build a PETSc with more capabilities for FEM/FVM. This means adding the following configure options

Update Petsc past v3.14.2

We need a version newer than v3.14.2 to support testing features in low mach flow
