So, if I understand the issues:

1. You can add and purchase inactive items using the REST API?? That's not good.
2. You'd like an inactive flag on the Item object?

Have I captured the issues?

1. Bingo. Yeah, I didn't think it was all that great of a situation either. :)
2. That or have this situation not be possible by removing "inactive" items from the list of those added to a cart before I ever see them. I don't know how difficult something like filtering "inactive" items from the cart object prior to responding to a REST call would be for you guys to implement. It seems to me like this would be the most appropriate way to do it, but having a flag on the Item object would absolutely fix the issue for the forseeable future. I'm good with whatever's best for you guys.

We've patched the back end to disallow inactive items now and show the inactive flag on the item.
