Ben,

To do a normal PayPal checkout, you'll want to set the cart.paymentMethod to 'PayPal'.

However, the Bill Me Later is relatively new for us (PayPal finally gave us the licensing to include it). The REST API doesn't appear to support it (yet). I doubt it would be difficult to implement. I've got some requests out with the cart team to see about adding it. I'll update you when I know more.

We've stubbed out the code needed for the REST checkout to support Bill Me Later. The cart.paymentMethod should still be "PayPal", but on the Checkout Request object, you'll need to add "payPalBillMeLater" = true.

It should be in production tomorrow. I'll update this issue when it is.
