Extra command line arguments

Add extra arguments: one to verify and one to validate.

Defaults rules not picking up properly

Rules that start with Defaults: are not being sorted into the appropriate section.

The method get_rules_from_nonconforming_file assumes that the first word of a rule line will match a section. Instead each line should be checked against each possible section with a startswith() call.
