Can you provide me with a MCVE (i.e. a minimal project file and minimal resource files) so that I can debug through it?

After examining your sent files, I see several issues:

• Your project did not contain any file groups (i.e. no connection to the resx files)
• Your Excel file does not contain any resource keys from the resx files

Therefore, nothing is imported.

So either your example project does not reflect the actual issue you are facing or you are misusing the tool.

Zeta Resource Editor is not intended to add new lines to the resx files by importing from Excel but rather to fill out missing values of existing (at least in one language) resource strings.
